Our Approach
States are sovereign over "internal improvements." Our approach is to get states to:
- Enforce the monopoly clauses in their Constitutions.
- Adopt the Solar Mobility Act (S.1993).
- Issue permits for Rights of Way access based on the 5X5% Performance Standard in the Solar Mobility Act.
5X5% Performance Standard allows networks 5-times more efficient than roads to access public Rights of Way for 5% of their gross revenues and are regulated by existing State regulations for theme parks.
